Update to latex-graphics to match the LaTeX 2019-10-01 Patch Level 2 release. This should address the issue with extra "-quotes appearing in some constructs since the LaTeX 2019-10-01 Release due to changes in the filename handling. It also allows the extension of files with multiple dots in the name to be recognised without needing additional packages.
